接美領館簽證處消息：?目前持有5年F1的學生，如果I20信息有更改（更換學校或課程）?只要學生回國之前已經順利transfer了I20即新學校的SEVIS?已經激活有效，則不需要重新面簽。如果是回國后才激活新的I20的學生，還是根據舊政策需要預約就近領館面簽。建議所有美高升大學/轉學/雙錄取轉正課/語言轉正課的學生?都通過系統查一下需不需要面簽?美領館簽證系統登錄網址?www.ustraveldocs.com
登陸之后在左邊的提供反饋欄上傳護照頁，最新簽證頁，出入境章蓋章頁，新舊I20?請求審核是否需要重新面簽！
于是我就寫了一封郵件去問，得到的回答是：
Dear applicant,
If the student visa you used to enter the U.S. is still valid, but you have a new I-20, you do not need a new student visa. This is true even if you have left the United States but intend to return in order to study at a different educational institution. When seeking to reenter the U.S., however, you must bring your new I-20 form, as well as your valid student visa.
You must also ensure that:
1. You have a valid SEVIS record showing that you are in INITIAL or ACTIVE status at your new educational institution.
2. Your SEVIS fee for the new I-20 has been paid.

郵件在最后說的兩點，我就有點看不明白了。You have a valid SEVIS record showing that you are in INITIAL or ACTIVE status at your new educational institution. 這個我們要上哪兒去查？另外，Your SEVIS fee for the new I-20 has been paid. 這一點，查了https://www.ice.gov/sevis/i901/faq這個常見問題，回答是：If you are a continuing student, who has maintained status and is transferring or changing program levels using the same SEVIS ID, do not pay the SEVIS I-901 fee.那應該就是不用再繳費的了。
綜合以上，我是否可以得出結論：我孩子這種情況是既不需要再次面簽，也不需要繳納Sevis Fee呢？如果這樣的話，最近群里轉發的那個消息就容易誤導他人了。希望我這個問題得到專家和家長答復后也能用正解幫助到其他人。謝謝！
